Why Did We Ask This?
This helps the SAPP and San Antonians understand the exact scale of ALPR usage. This helps identify issues pertaining to oversight, accuracy, and effectiveness.

The Ask: 
Existing reports, dashboards, exports, statistical summaries, performance reports, compliance reviews and audit summaries concerning ALPR use. SAPP seeks to find for existing data on searches, alerts, false matches, recoveries, arrests, outside-agency queries, user accounts, audit exceptions, misuse, complaints and corrective actions.


The Verbatim Language: 

Pursuant to the Texas Public Information Act, I request copies of existing monthly, quarterly, or annual reports; dashboard reports or exports; statistical summaries; performance reports; management reports; compliance reviews; and audit summaries concerning San Antonio Police Department automated license-plate reader use from January 1, 2024, through the date this request is received. This request is limited to existing records containing one or more of the following categories of information: • number of license plates, reads, detections, or vehicle images collected; • number of SAPD user searches or queries; • number of hotlist alerts or system “hits”; • number of alerts reviewed or confirmed; • number of false, rejected, mismatched, or unconfirmed alerts; • number of stops, arrests, citations, vehicle recoveries, warrants, or investigations attributed to or assisted by ALPR information; • number of searches or queries conducted by outside agencies; • number of active SAPD user accounts; • number of active external-agency user accounts; • number and identity of participating agencies, at the agency level; • results of user-access, query, or compliance audits; • missing, invalid, or inadequate search justifications; • unauthorized searches or other audit exceptions; • user accounts suspended, restricted, or terminated for policy or compliance reasons; • complaints regarding ALPR use; and • corrective actions or policy changes resulting from an audit, complaint, or compliance review. I am requesting only reports, dashboards, exports, summaries, reviews, or audits that already exist or that the City routinely generates through an existing standard reporting function. 

I am not asking the City to create new statistics, conduct a new audit, write a narrative response, or manually review individual ALPR events to calculate an answer. This request does not seek raw license-plate numbers, identifiable vehicle images, names of individual vehicle owners, names of individual officers, passwords, network credentials, detailed device locations, or information concerning an active criminal investigation. Those fields may be redacted while the remainder of a responsive report is produced. If an identical responsive report is already publicly available, please provide its title, reporting period, and direct URL rather than reproducing it. 

Please produce any responsive report or supplemental data not included in the public posting. Please provide spreadsheet, database-export, or dashboard-export records in their native XLSX or CSV format where reasonably available, and narrative reports as searchable PDFs.
