Why Did We Ask This?
This helps the SAPP and San Antonians understand the present contract environment between SAPD, COSA, third-party agencies and the various technology vendors.
The Ask:
Current ALPR contracts and information on active subscriptions and licenses, backed by purchase orders, and other payment and data-based contractual agreements.
The Verbatim Language:
Pursuant to the Texas Public Information Act, I request copies of the following existing records concerning each automated license-plate reader system currently used by, operated for, administered for, or accessible to the San Antonio Police Department: 1. Each active contract, cooperative purchasing agreement, master agreement, statement of work, order form, subscription agreement, license agreement, renewal, extension, amendment, change order, and purchase order. 2. Invoices, payment records, expenditure reports, and records sufficient to show payments made from January 1, 2023, through the date this request is received. 3. Contract exhibits or attachments addressing data ownership, data hosting, retention, deletion, user access, audit logging, information sharing, cybersecurity, incident notification, subcontractors, third-party access, and vendor access to or use of SAPD data. 4. Records sufficient to identify the current vendor, product or service name, contract commencement date, current expiration date, renewal options, number of fixed devices, number of mobile devices, number of user licenses, and total current contract value. 5. Any current interlocal agreement, memorandum of understanding, participation agreement, or data-access agreement through which SAPD obtains access to an ALPR system purchased or operated by another governmental body or entity.
This request does not seek bid responses from unsuccessful vendors, routine email correspondence, or records concerning body-worn or dashboard cameras. Please exclude Ordinance 2011-03-10-0193 and its attached Federal Signal mobile ALPR procurement documents because those records are already publicly available, unless a responsive record renews, extends, modifies, supplements, replaces, or remains operative under that procurement. I am requesting existing records only. I am not asking the City to answer questions, calculate a new total, create a new financial report, or prepare a new contract summary. If an identical responsive record is publicly available, please provide the document title and direct URL rather than reproducing it. Please produce any attachments, amendments, current versions, or payment records that are not included in the public posting. Please provide contracts and supporting documents as searchable PDFs.
Status: (8/12/26) City Staff will contact SAPP within five days of this letter to coordinate production of responsive records. (Exceeded 10 Day Standard Deadline from COSA).
