Information Request: Surveillance Inventory

Why Did We Ask This?
This helps the SAPP and San Antonians understand the current environment regarding SAPD's and COSA's use of surveillance technologies. This can be leveraged to establish a partial baseline of utilized vendors and products within SA/SAPD.

The Ask
Requests for inventory and asset lists, as well as documentation on ALPR, camera/facial identification tools, analytics software, geolocation technologies, intelligence platforms, and mobile analysis tools.

The Verbatim Language:
Pursuant to the Texas Public Information Act, I request copies of the following existing records maintained by the San Antonio Police Department, the Information Technology Services Department, and/or the San Antonio Regional Intelligence Center:

1. The most current surveillance-technology inventory, application portfolio, system catalog, technology register, asset list, project portfolio, software inventory, or substantially similar record identifying surveillance or monitoring technologies used by, operated for, administered for, or accessible to SAPD. 2. Any existing current inventory or system list identifying technologies in the following categories: • automated license-plate readers; • fixed, mobile, trailer-mounted, or networked surveillance cameras; • real-time crime center or camera-integration platforms; • video analytics, object-search, vehicle-search, or person-search software; • facial-recognition or other biometric-identification systems; • gunshot-detection systems; • unmanned aircraft or drone systems; • social-media monitoring systems; • commercial data-broker, location-data, or investigative-data services; • cell-site, geofence, reverse-location, or device-location technologies; • predictive-policing, risk-scoring, or pattern-analysis systems; • mobile-device extraction or forensic-analysis systems; • intelligence, fusion-center, link-analysis, or cross-agency search platforms; and • systems allowing SAPD access to privately owned cameras or surveillance data.

Please produce the fields already contained in responsive records, including, where available, the system or product name, vendor, responsible department or unit, operational status, number of devices or licenses, acquisition date, contract expiration date, funding source, data-retention period, and external-access or information-sharing status.

This request excludes body-worn cameras, ordinary dashboard cameras, CAD, RMS, 911 systems, ordinary office-access-control systems, and cameras used solely for security inside City buildings. I am requesting existing records only. I am not asking the City to conduct research, answer questions, create a new inventory, or compile fields that are not already maintained. If an identical responsive record is already publicly available, please provide the document title and direct URL rather than reproducing it. Please produce any current, supplemental, or superseding record not available at that URL.
